* Effective October 3, 2008 the SBA suspended the receipt of applications for the Small Disadvantaged Business (SDB) program. They continue to certify socially and economically disadvantaged companies through their 8a/SDB online application which can be found at https://sba8a.symplicity.com/applicants/guide. SBA also continues to provide programs and services for socially and economically disadvantaged companies as follows:
- Small Business Vendor Database - SBA maintains the Dynamic Small Business Search (DSBS) function of the Central Contractor Registration System (CCR) www.ccr.gov. Once certified by the SBA, the firm can be added to an online registry of SDB-certified firms maintained in CCR/DSBS.
- SUB-Net - a Web-site designed form prime contractors post subcontracting opportunities, is available at the SBA Web site.
- HUBZone Program – SBA is responsible for determining whether or not individual concerns are qualified HUBZone small business concerns, and therefore eligible to receive HUBZone contracts.
- 8(a) Business Development Program – SBA enters into contracts with other federal agencies and subcontracts the performance of such contracts to 8(a) program participants.
- Service-Disabled Veteran-Owned Small Business (SDVOSB) - To be considered a Service-Disabled Veteran, the veteran must have an adjudication letter from the Veterans Administration (VA), a Department of Defense Form 214, Certificate of Release or Discharge from Active Duty, or a Statement of Service from the National Archives and Records Administration, stating that the veteran has a service-connected disability.
- Copies of most military personnel and medical records are on file at the National Personnel Records Center in St Louis, MO; however some military personnel records are maintained by the Military Services depending on when the veteran was discharged. Veterans who filed or are filing a medical claim should contact the Department of Veterans Affairs Regional Office in their state in order to determine if their medical record and claim for service connected disability is already on file. Generally, there is no charge for military personnel and health record information provided to veterans.
- The Veterans Benefits Act of 2003 that established restricted contracting in Federal procurement for Service-Disabled Veteran-Owned Small Business Concerns (SDVO SBC) did not require a formal process to certify concerns as SDVO SBC. A SDVO SBC self-represents its status for all Federal contracts. In order to place an offer on a Federal contract, the SBC must be registered in the Government's Central Contractor Registration (CCR). Once the SBC is registered in CCR, and an offer is submitted on a Federal Contract, the SDVO SBC will need to fill out an "On-Line Representations and Certifications Application."
